British Broadcasting Corporation Gaza Film Considered a 'Major' Infringement of Broadcasting Regulations, Declares Ofcom

The British broadcaster was found to have committed a "major breach" of media regulations by omitting to mention that the narrator of a documentary about the Gaza situation was the offspring of a Hamas administrator, as ruled by regulatory body Ofcom.

An probe by the media regulator into the programme Gaza: How to Survive a Warzone has concluded that the programme was "materially misleading".

The head of the BBC had earlier expressed regret, saying there had been "a serious error in relation to truthfulness".

The regulator has ordered the corporation to air a prime-time statement about its conclusions.

"Since this amounts to a major infringement of our rules, we are directing the corporation to broadcast a statement of our findings against it on the BBC's second channel at nine o'clock in the evening, with a schedule to be determined," the statement read.

'Possibility to Damage Confidence'

The watchdog's announcement declared: "The inquiry we conducted concluded that the programme's omission to reveal that the voice's parent held a post in the Hamas-administered administration was significantly deceptive.

"It meant that the public did not have essential details which may have been extremely pertinent to their judgment of the presenter and the details he presented.

"Credibility is at the heart of the bond between a media organization and its audience, particularly for a national broadcasting corporation such as the public broadcaster.

"This oversight had the possibility to erode the significantly high levels of trust that audiences would have put in a factual film from the broadcaster about the Gaza conflict."

The film was removed from the online platform in February after the narrator's familial connections emerged, and in this past July an corporation's own inquiry concluded it violated the broadcaster's editorial guidelines on factual correctness.

A representative for the broadcaster commented: "The authority's determination is in agreement with the findings of the corporation's inquiry, that there was a major oversight in the film in relation to the broadcaster's journalistic policies on truthfulness, which reflects clause 2.2 of the regulator's media standards.

"We expressed regret for this and we comply with the authority's determination in complete. We will follow the sanction as soon as the schedule and wording are determined."
