Whitehouse added: “By not paying the standard rates, they’re being given a benefit and those benefits seem only to be going towards groups that are affiliated with Trump and Maga. It’s basically a method to use this public facility to funnel resources into the pockets of political allies.”

Lucrative Contracts and Lavish Expenses

The inquiry also found lucrative contracts given to people who had personal or political connections to Grenell and his circle. A monthly agreement worth thousands per month was awarded to an ex-associate of Grenell’s. The investigative letter states this arrangement lacked specific deliverables, and there is no evidence of meaningful output to warrant the payments.

In May, the centre awarded a separate retainer to the husband of a prominent political figure for digital content creation. In response, the president defended this appointment, highlighting the individual’s “incredible multimedia expertise.”

Documents also outline significant expenditures on upscale accommodations and entertainment for staff and associates. Over a three-month period, the president’s staff billed the institution tens of thousands for rooms at the luxury Watergate Hotel. These expenses, covering extended visits and valet parking, were labeled “without precedent” for the institution.

Additionally, thousands more were spent on private meals, dinners and alcoholic beverages. Receipts listed items for premium champagne, expensive wines and charcuterie. Senior staff members who also hold political organisations connected to the president were named on several invoices.

Financial Troubles Within a Wider Political Strategy

The investigation notes reports that the institution is now running at a deficit amid falling ticket sales. Whitehouse suggested this downturn is due to negative perceptions to Washington” under the new management, a change in programming that caters to a much narrower market of Maga enthusiasts” and major acts cancelling performances. He likened this transition to a historical sacking.

The center’s president insisted that prior management had caused the centre’s financial problems and that his team is implementing repairs. Whitehouse responded by saying there was “scant evidence to accept that explanation is supported by facts” noting the new team had failed to provide verifiable documentation for any of it.”
