UK and France Will Dispatch Forces to Ukraine if a Peace Deal is Finalized

The British and French governments have inked a statement of purpose concerning the stationing of troops in Ukraine should a ceasefire be struck with Moscow, the British leader, Sir Keir Starmer, has declared.

After discussions with allied nations in the French capital, he noted that the UK and France would "create operational bases throughout Ukraine and build protected facilities for weapons and defense matériel" to discourage any future incursion.

The coalition members also put forward that the America would assume leadership in overseeing a halt in hostilities.

The Kremlin has consistently stated that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has as yet not commented on this new announcement.

The Situation and Continuing Hostilities

Moscow's leader Vladimir Putin launched a major offensive of Ukraine in early 2022, and Russia at this time controls approximately 20% of Ukrainian territory.

"This constitutes a crucial element of our pledge to stand with Ukraine for the foreseeable future," stated the UK Prime Minister.

Heads of state and top officials from the "Allied Coalition" took part in the recent discussions.

He stated at a shared media briefing, the Prime Minister added: "It paves the way for the legal framework under which British, French, and partner forces could work on Ukrainian soil, protecting Ukraine's airspace and waters, and regenerating Ukraine's armed forces for the years ahead."

Protection Pledges and Diplomatic Positions

Lead American diplomat Steve Witkoff remarked that "lasting safety pledges and robust economic promises are critical to a enduring ceasefire" in Ukraine – referring to a key demand made by Ukraine.

The negotiator noted the partner nations had "largely finished" their work on agreeing such assurances "in order that the Ukrainian people know that when this conflict ends, it ends for good."

Donald Trump's son-in-law, former American President Donald Trump's advisor, also participated in the negotiations.

Separately, France's leader Emmanuel Macron declared that Ukraine's partners had made "significant advances" at the talks.

He added that "comprehensive" safety pledges for the Ukrainian government had been settled upon in the case of a potential ceasefire.

Ukraine's leader Volodymyr Zelensky commented that a "major development" had been made in the negotiations, but cautioned that he would only consider efforts to be "adequate" if they culminated in the conclusion of the fighting.

Earlier, the Ukrainian leader said a settlement was "largely prepared". Agreeing on the remaining 10% would "decide the fate of peace, the fate of Ukraine and Europe".

Unresolved Issues

  • Sovereign soil and security guarantees have been at the forefront of ongoing disputes for the parties involved.
  • Moscow has consistently stated that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas region or Russia will occupy it, dismissing any middle ground over how to finish the war.
  • Kyiv has thus far ruled out surrendering any territory, but has floated the idea that Ukraine could withdraw its forces to an designated point – but only if Russia follows suit.

Russia presently controls approximately 75% of the Donetsk oblast and some 99% of the bordering Luhansk. The pair of oblasts form the heartland of Donbas.

The initial US-led multi-point proposal that was circulated to the media last year was perceived by Ukraine and its European allies as being strongly biased in Russia's favor.

This led to a period of focused discussions – with Ukraine, the US and European leaders trying to amend the proposal.
