Ukrainian President Volodymyr Zelensky States He Lacks Explicit Defense Guarantee from Partner Nations
President Zelensky has stated that European allies have not given him solid assurances that they will protect his country in the event of a future Russian attack.
"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on midweek.
His comments come a day after Britain and France signed a statement of purpose on stationing forces in Ukraine if a peace deal to end the war with Russia is finalized.
However, comprehensive defense assurances have not been agreed. The United States, which has been spearheading initiatives to end the invasion, reportedly did not sign such a commitment at discussions held in the French capital on the previous day.
Details of the Paris Talks
After the Paris talks, which involved some three dozen nations that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said a significant number of soldiers may be sent.
Allies proposed that the US would take the lead in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.
The Russian government has not yet commented on the declaration made in the city of Paris.
Russian President Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Moscow now occupies about 20% of Ukrainian territory.
The President's Evolving Stance
The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to support Ukraine for the foreseeable future".
He continued: "It paves the way for the juridical structure under which allied military personnel could function on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the future."
Zelensky hailed that accord as a "significant leap of progress".
Twenty-four hours afterward, however, he seemed more cautious.
"I see the will, the political resolve, and that the partners are ready, and the partners are ready to give us robust economic measures, strong security guarantees," he said when questioned if European countries would come to Ukraine's aid.
"However, until we lack such security guarantees - legally binding, endorsed by legislatures, backed by the U.S. Congress - this crucial issue cannot be answered. And should they materialize, you must ultimately depend first and foremost on your inherent capabilities."
Persistent Challenges and Fighting
The Paris talks were also significant owing to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.
Witkoff said the allies "largely finished" their work on agreeing security protocols.
Recently, the President indicated a peace deal was "90% ready".
Territorial concessions and defense pledges have been at the center of outstanding matters for diplomats.
The Russian leader has consistently stated that Ukrainian troops must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to conclude hostilities.
The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could redeploy its forces to an agreed point - but only if Russia reciprocated the action.
Moscow currently controls about 75% of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The two regions constitute the industrial Donbas region.
It has been intensifying attacks against cities in Ukraine - particularly targeting power facilities. Russia has also made slow progress in seizing additional Ukrainian land.
Ukraine has hit back at Russian targets with unmanned aerial vehicles, though with varying degrees of effectiveness.
